The Skinny: Assessment that uses a population approach to identify at-risk groups and areas of need in Merseyside. In the new NHS structure, commissioning will be undertaken by GP/clinical commissioning groups and local authorities, with advice and support from public health. The NHS commissioning board will also be involved, especially where local commissioning groups are not ready to take on this role. The needs assessment presented here will be a tool for these bodies, with a much wider scope than just providing information for specialist mental health commissioning.
