Excellence in tobacco control: 10 High Impact Changes aims to achieve a sustainable and integrated approach to tobacco control at a local level. It clearly sets out the required actions for those charged with delivering tobacco control locally, and clearly identifies to senior stakeholders the need for high-level strategic support to achieve this.

The health impact of climate change: promoting sustainable communities - guidance document (guidance summary) has been written by the South East Regional Public Heath Group t contains advice for public health professionals on what can be done to mitigate and adapt to climate change and promote sustainable communities.

This has been a collaborative effort with the UK Public Health Association (UKPHA), Faculty of Public Health and the Chartered Institute of Environmental Health (CIEH), as well as the content verified across government.

The guidance documents ask health professionals to consider the health impacts of climate change and provide information on how societies can adapt to the most severe impacts - such as heatwaves and flooding, with adequate planning.

Ideas for minimising the future effects of climate change by reducing energy use and CO2 emissions, both in the workplace and at home are also provided

Tackling health inequalities: 2007 Status Report on the Programme for Action provides a review of developments against the data since the publication of the Programme for Action in 2003. It considers progress against the Public Service Agreement (PSA) target, the national headline indicators and against government commitments. The report shows:

  • Further slight narrowing of the infant mortality gap, little change in the gap in male
    life expectancy and a widening of the gap in female life expectancy since 2003–05.
  • An encouraging picture on the cross-government indicators, with long-term progress in reducing child poverty and narrowing inequalities in housing quality, educational
    attainment and uptake of flu vaccinations. Cancer and circulatory (heart) disease
    mortality, child road accident casualties and teenage conceptions show a narrowing of
    inequalities in absolute terms (but not in relative terms); other areas, for example
    smoking, show a general reduction in prevalence but no narrowing of the gap between social groups
  • Most departmental commitments set out in the Programme for Action and due for
    delivery by the end of 2006 have been wholly or substantially achieved.

A Northwest Framework - to achieve healthy weight for children and families within the context of food & nutrition and physical activity aims to to define and progress the contribution regional organisations can make to achieve the Public Service Agreement (PSA) to improve the health and wellbeing of children and young people.

This report intends to bring coherence to the regional role in achieving children’s healthy weight, within the context ofthe family and wider society. It brings together the many stakeholders, it provides governance arrangements, systems and processes to provide effective planning and delivery as well as creating opportunities for innovative developments.

Also mapped are the inter-relationship between different themes and organisations contributing to obesity and the contribution of food & nutrition and physical activity These Alliances describe how organisations can be grouped to work on particular themes, contributing and strengthening regional delivery.

Fresh and alive: Mpower WHO report on the global tobacco epidemic, 2008 finds that no country has carried out all of the anti-smoking measures necessary to forestall illness.

Only 5 per cent of the world’s population reside in countries fully protecting residents with any one of the crucial measures to reduce smoking rates.

The report noted that governments collect 500 times more money in tobacco taxes annually than they spend on anti-tobacco initiatives.

The report suggests a 6 policies that should be adopted to avert tens of millions of premature deaths in the coming decades.

  • Monitor tobacco use and prevention policies.
  • Protect people from tobacco smoke.
  • Offer help to quit tobacco use.
  • Warn about the dangers of tobacco.
  • Enforce bans on tobacco advertising, promotion and sponsorship.
  • Raise taxes on tobacco.

Healthy Weight, Healthy Lives: a Cross-Government Strategy for England is a cross-government strategy to provide a sustained programme to support people to maintain a healthy weight. A public annual report that assesses progress, to look at the latest evidence and trends, and make recommendations for further action will follow it.

It aims to ensure that the UK is the first major nation to reverse the rising tide of obesity and overweight in the population by ensuring that everyone is able to achieve and maintain a healthy weight. The initial focus will be on children: by 2020, the aim is to reduce the proportion of overweight and obese children to 2000 levels.

Tackling Alcohol in Liverpool: Liverpool Alcohol Harm Reduction Strategy 2007 - 2010 will see an extra £10 million allocated to alcohol related issues in the city by Liverpool PCT.  Key initiatives include:

  • Rapid response paramedic scheme combining police and ambulance staff
  • Development and commissioning of an interactive CD-ROM and teaching pack the encourage learning and discussion about the health and social issues relating to alcohol for 6 - 11 year olds.
  • Commissioning Health@Work to tackle alcohol related harm in the workplace and people of working age.

Health inequality target monitoring December 14, 2007

These reports summarise progress against Department of Health inequality targets for 2010.

Infant mortality report

The inequality gap in the infant mortality rate has reduced but not yet by a sufficient amount to meet the target, based on the trend since the current socio economic classifications were introduced in 2001.

Life Expectancy Report

Inequality gaps in male and female life expectancy at birth have both increased since the baseline. If current trends continue, the target would not be met.

Mortality Report

Cancer mortality

The inequality gap in cancer mortality has declined since the baseline and the minimum requirement for the 2010 target has already been met.

All circulatory diseases mortality

The inequality gap in circulatory disease mortality has declined, and is on track to meet the target.

Research into parental attitudes towards the routine measurement of children’s height and weight was commissioned by the Dpeartment of Health investigate parental attitudes to the National Child Measurement Programme.

The main aims of the research were to:

  • explore the perspectives of parents and children towards weighing and measuring in relation to the 2005-06 National Child Measurement Programme; and
  • consider the impact of providing feedback to parents on height and weight data regarding their children, as well as considering body-mass index (BMI) and other generic information.

The main conclusions include:

  • parents generally valued feedback of the height and weight data as well as information on whether the child is a healthy weight or not.
  • The report found that attitudes towards the exercise were generally positive. However, advance information, the choice to opt-out and the provision of feedback were deemed important elements of a measurement programme.
  • Parents generally felt that provision of the height and weight with an information leaflet about healthy lifestyles would be informative and helpful and such information could be put into practice by parents.
